Call your ISP about it. They would be able to give you a different i.p., I would think.

they'll only give you a new one if u give a valid reason, saying cause i need a better ip for my server will, well first of all they'll say no to that, and secound, your isp most likely has hosting servers illeagle...

lol what should i say if i call them if the server idea won't work, also i am running my server on a new windows 4700, and people complain about lag but my server isn't lagging?? Is there a certain sv or mp command i should put in or something.

That's a great upload speed. You should be able to run at least:
HLDS: 25 Slots
SRCDS: 18 Slots
For changing your i.p., no I do not think that you can.
